You make a valid point, for sure. The problem is that we humans are social beings who live together in groups. All formally organized groups of human beings have some ethic--a rule to govern the governance of the group--at their core (even if it is not formally recognized).
'Rule by the most ruthless', which seems to be the default value for geopolitical societies, is one such rule. What is needed is an ethic with a universally verifiable validity. That is the only form that an ethic can take that can justly govern the governance of society--including the making of laws and their enforcement.
