Yes: government acts as a giant monetary pump for the economy. The point is to maximize total output in order to maximize employment and total income--as well the collection of taxes (at whatever rates exist) to maximize government's effect as a pump.

Unfortunately, that way lies environmental disaster. A better solution exists: no unemployment or poverty at any level of total output and the ability to fund (all) government without taxes/public debt (which requires taxes for its repayment). The political imperative to maximize total output would no longer exist, hugely advancing environmental sustainability.
