Would changing from a self-centered individualism to an other-centered individualism be a step in the right direction? That could be achieved within the institutional context of existing Liberal nations, building on the good that Liberalism has achieved.

We cannot continue to base governance on beliefs.

Basing governance on any beliefs arbitrarily privileges any such beliefs, denigrating all other beliefs, despite the undeniable truth that no one can prove any beliefs to be more or less true than any others. In that sense a strictly rational approach to governance would actually make more room for more personal interpretations of "the sacred."
