Well, I did make it clear that I was talking about the U.S. I made the point that the one culture or the other will necessarily be dominant. I noted that urbane culture dominates the globe. The point is that a democratic political process, with freedom of political speech and the absence of arbitrary restrictions on political rights, is the only way of ameliorating that condition.
It is the case that for any nation there is some cultural context within which society exists. No cultural context can justify banning a democratic political process within that context. For instance, an Islamic nation could have a democratic political process with a Supreme Council that determined whether a given law or governmental program violated the Quran (spelling?), making it invalid.
