We could do away with using taxes (/public debt) to fund government at any level — while eliminating unemployment and poverty (among other good accomplishments) — with a single Act of Congress: "For Crying Out Loud, Accept That A Solution Actually Exists" (a "3 min read" — including options for further reading — here in Medium).

The solution is a different way of supplying the economy with money (as currency). It would be an income paid to eligible citizens. It would not be paid to all citizens, but any citizen could become eligible for it. (I therefore call it a "democratically distributed income.") The money for that income would be created as needed, forming the supply of money (as currency) for the economy.
