To my mind, the most overlooked part of Orwell's 1984 is the existence in the book of a permanent state of war. If "the new boss" cannot somehow bring peace to the country, it will almost surely become "same as the old boss" (to quote Pete Townsend of The Who: "Won't Get Fooled Again").
