To call me "defensive" is mere passive-aggressive gamesmanship. Asking questions in one thing, stating objections is another (though I am tired of being a private tutor for people too lazy to read and think for themselves). I am weary of being required to defend this proposal against such objections as you raise. How about reading enough and thinking enough about it to understand it fully before you make any kind of statement about it?
The only "surveillance" required would be for every bank to know how much money was in every account at the bank when midnight struck on the last day of the month/quarter.
I invite you to figure out for yourself why your second objection here is erroneous. I honestly can't make heads or tails of it.
