This world needs all the creative problem-solving it can muster. As long as we're shooting for the moon anyway, I do have an idea to contribute.

I have developed a monetary paradigm that any nation on the planet could adopt immediately, with a single legislative Act. It guarantees a sufficient income for all citizens. It would not be paid to all, but any (adult) citizen could become eligible for it. Its amount would be based on the current median, or perhaps average, income. It could be adopted by any group of nations, establishing a common currency and a uniform standard of living among them (following a period of gradually raising all to the level of the nation with the highest initial income) — without compromising the sovereignty of any of them.

I propose including that monetary paradigm as part of this proposal. All of those micronations would have the same currency with (before too long) the same — high — standard of living for all citizens of all of them. That would do wonders for peaceful coexistence within and among The Nine States of the Levant — again, without compromising in any way the sovereignty of any.
