There is another way: a "democratically distributed income." It doesn't rely on taxes; the money for it would be created as needed. It would be (as currency) part of the money supply of the economy. It would not be paid to all citizens, but any (adult) citizen could become eligible for it. It would be based on the current median income, so in the U.S., it would be, say, $15/hr.; $600/wk.
