There is a way to accomplish that via a Permanent 'Quantitative Easing'" (here in Medium, but not behind the paywall). It would be an income paid directly to any eligible citizen (which could be any adult citizen)--with built-in protections against inflation.

This is something the Fed (or any nation's central bank) might have sufficient authority to enact on its own, given its mandate to minimize unemployment. It need not involve government at any level (though the same process could be used to fund government at all levels, eliminating taxes/public debt).
