The fundamental problem is that people are self-centered, intellectually lazy cowards. This person or that person is more this or that, but all people are too much of some combination of those elements of personality to do anything more than 'sound the alarm'. Lots of people like doing that. Present them with a solution, though, and one or more of those elements of personality prevents any meaningful action--even anything as small as endorsing the solution.
