That isn’t a good way for me to put it. I meant no monetary allowances as benefits, like so much money given for clothes, etc. That is another form of income in a way that in-kind benefits (a product or service itself, not money to purchase it) is.

A universal pubic health insurance system would still be possible — and would get my vote.
