That is how I see it.
I have no problem with 'scientific' explanations of individual human behavior. They do tend toward explaining which 'choices' we make, though. Our actions involving other people in the process of achieving our ends is, my studies have taught me, the proper subject of justice. Even if our actions in seeking our ends are predetermined, those actions can be subjected to an ethical judgement.
The conditions of the pertinent group have always determined the survival/well-being of its individual members. 'Bad' actions are bad for the group, and those who would engage in such actions must be prevented from doing so for the good of the group and all its members. Beyond that, we must determine how to govern our relations in seeking to optimize the outcomes of those relations for the group and its individual members.
Our relations have reached a point at which the entire planet is but one society. Humanity itself is the perinent group. We must have an ethic that can apply to all people to optimize the outcomes for Homo sapiens.
