That is an interesting conjecture. For whatever reason, President Trump does seem personally averse to actual warfare. In a foreign war the responsibility would be his alone. (Should he be re-elected) in a war on domestic 'enemies', on the other hand, others would at least share in the responsibility for the resultant "carnage."
