Thanks for an excellent Response to an excellent exposition. To me, all of your points are well taken, except I think your last one. An “ideal” formula isn’t necessary. What is necessary is a formula, of which Underwood did provide two possibilities, that can establish an automatic adjustment for changes in population. Of course, that would undoubtedly make the current fight over the census seem like a game of pattycake by comparison.
