Thanks for a seriously considered Reply. Really, though, shouldn't you learn more about it before you pass judgment on it?

If you think more in the way of income equity is called for, this proposal provides a way to accomplish that. Personally, I would be in favor of that, but politically that would be even more difficult to accomplish. People find excuses to resist even this idea.

I don't think any health system can replace a livable income, and this proposal certainly does not preclude having a national health service in any form. Government would still still exist, with current per capita levels of funding forever--and no welfare of any kind needed, freeing up money currently spent there to add to existing spending on health care (as a political possibility).
