I do think that it goes to the individualism of the political right vs. the more societally oriented perspective of the political left. The GBC resolution certainly addresses racism as a strictly personal matter as opposed to an institutional (in the broadest sense) issue.

The societal perspective does not preclude the individualist perspective, but the individualist perspective does preclude addressing racism as an institutional issue. That seems to be the fundamental source of the lack of understanding.
