Please bear with me: I'll get to how this comment relates to the topic of this article as quickly as possible.

Liberalism is the only ideology--or theology--ever to attempt to base the governance of society on what justice actually is. It based justice on the 'twin pillars' of liberty and equality.

As I see it, we are witnessing the demise of Liberalism. It is failing as an ideology because its conceptual and practical inadequacies are being exposed. That is the reason for the rise in incivility as well as political authoritarianism: that which governed people's actions involving other people and government itself seems to be no longer valid.

"A New Liberalism" relates a better understanding of what justice is. Liberty is still maximized, but as a product of justice, not its foundation. 'Equality' is an unnecessary complication: all that matters for justice in this New Liberalism is that the beings involved are humans. Any Liberal society that came to be governed by this New Liberalism would not have to change structurally, but its functioning--its effects on people's lives--would be transformed (most obviously in the economy).
