Perhaps I failed to make as clear as I thought I had the difference between "liquidating" stocks in the sense of turning them into liquid capital (i.e., money) by selling them, in which case they definitely still exist and the buyer can certainly resell them, and using QE to "liquidate" them in my proposal.

In the latter case they would no longer exist. It would be a final exchange of stocks for money.
