Parking lots would be like rooftops as places to put panels. It seems to me, though, that the great advantage of solar power would be in decentralization. Transmitting electricity is the biggest source of inefficiency related to it. We'll always need a grid, but placing the source of electricity as much as possible precisely where it is being used would seem to be a no-brainer.
