Other than the limited, if still significant matters that can be dealt with using Executive Orders, no Democratic president could accomplish anything without a super majority in the Senate. That is where the focus must lie. In most states a majority of the people live in urban areas, which is Democrats’ natural constituency. Senate seats are immune to gerrymandering. With a majority in the House and a super majority in the Senate, the presidency would be irrelevant as far as domestic programs and policies were concerned.
