Might the difference be more a matter of culture than economic policy? From what I know of Europeans, they are simply less materialistic, less oriented towards consumerism, than people in the U.S. tend to be. They are also as a populace much more environmentally oriented, and the link between consumerism and environmental problems of all kinds is obvious. So the more critical those problems become, the less consumeristic they seek to be.
