Kudos on the references to Locke in support of your argument.

He also famously called for the role of government to be limited to that of a “Night Watchman.” To fulfill that role government must be big enough and strong enough to protect society from its biggest, strongest predators — Big Business (and other organized crime?).

Also, Adam Smith argued that his famous “Invisible Hand” would provide the “greatest good” for society — the nation — as a whole. That itself is a socialistic justification for laissez faire.
