It sort of reminds me of the time my mother came into my room in the middle of the night and was upset with me for being asleep when "the house is on fire." (Actually, a sister's bedding had come in contact with an electric heater and her mattress was smoldering.) He might have gotten the radio room in operation in response to the rockets, but the article pointed out that seeing them was a typical occurrence, not an explicit indication of anything being wrong anywhere. The article says that once he knew the situation he did respond appropriately. What else could he have done?
