It is the Communist Party of China, after all. What do you expect? They seem to be intent on evolving some sort of stable relationship in which consumers get 'enough' through POE's in a competitive economic environment and the Party controls "strategic" industries in the service of its vision for China as a nation-state, forming and stretching finance into something approaching MMT in the course of achieving that end. It seems eminently rational to me--though the .absence of political democracy is explicitly unjust.
