Interesting, but World War I could have very well happened without that cabal. The outcomes of WWI were obviously not its desired outcomes, with Great Britain no longer (in reality) even a top-tier power, much less the ruler of the world--though I suppose an argument could be made that the goal was their ability to guide global events, with WWI being an initial effort that has continued ever since, adjusting to whatever outcomes actually have come to pass. That does, however, cast their actual power (according to Warren J. Samuels, 'the ability to effect choices') in a very different light.
