In the U.S., we esentially had this in the 1950's. The maximum marginal tax rate was 91%--for (taxable) income over $250K for the year. So all we need is an even higher maximum tax rate--and to include the monetary value of bonuses in the form of stocks (or other financial instruments)--with fewer loopholes.
