In a cold-hearted assessment, Israel's problem is that it cannot defeat, once and for all, its enemies. Yet, as a nation-state, Israel does seem to want to act--and wants them to act--as though it has once and for all defeated them. Perhaps a tripartite solution is the best hope: a nation for Jews, a nation for Muslims, and a 'democracy of the willing' open to all people that would necessarily include Jerusalem. (As I understand it, the Peel Commission Report of 1937 had a "British mandate" where this option would have that third entity.)
