If I may, there is a macroeconomic change that can be made within the exiting system that would be hugely transformative. Any nation could adopt it.

With it in place demographics would govern, passively but effectively, total output. The political imperative that now exists in every nation to maximize total output--in order to maximize employment, total income, and the amount of taxes collected--would no longer exist. It can be thought of as a kind of permanent 'quantitative easing' for 'the people', but with built-in protections against inflation.
