I think that the institutional arrangements we live within set limits on how easy it is to be a good person: it is easier to be a good person in a democracy than it is to be a good person in a totalitarian state. At the same time, institutions are, if not perfectible, improvable in ways that people are not: we can make institutions better; people must choose to be better.
