I know what you are up against. I experience it daily. You and I face the same problem: petting people to get off their seats and do something is all but impossible. In my proposal the benefits are direct and material and universal (for the nation), and even then at most people might “clap” for it. I haven’t seen any evidence of anyone advocating for it.

Neither you nor I can “forge” anything without other people’s participation in the process.Both proposals require that. You seem to be saying that effecting the change you want would be a necessary condition for effecting the change I want, but i don’t see it that way.
