I have to disagree with that. Taxing is not "borrowing." It is not optional; the money is not returned, much less a source of interest payments.

With borrow-and-spend--which would describe all presidencies since 1980 with the exception of Clinton (who was president when there was a surplus)--the government sells debt that collects interest that is paid using taxes.
