I have developed a solution, which is most briefly summarized here in Medium. A long, long time ago I almost got this idea published in The Atlantic. Ironically, it was not published because the Editor, James Fallows, was writing his own series of articles at the time on how Japan had solved the problems of capitalism. (I still have the letter containing his warm, personal rejection.)
