I don't see how anyone could get that from Kant. The 'rational' moral law he derived is all about people respecting one another.

On the other hand, with the place of the "noumenal realm" in his moral philosophy, which exists beyond our ability to comprehend it, I would say his moral philosophy is not really rational. It is secular, but "secular" does not equal "rational."
