I am reminded that 'dysfunctional' is erroneously applied to families is such circumstances. The film depicts people being all too human in circumstances in which human beings are not equipped to cope and remain human. It is a society that requires people to exist in such circumstances that is dysfunctional.
For hundreds of thousands of years non-civilized Homo sapiens have always been governed within their groups by 'one for all and all for one'. Civilization--not just 'capitalism'--replaced that with do-eat-dog. At the least, we need to get back to ensuring that everyone in a society has enough to have a decent life.
