I agree.

It all goes back to John Locke (Two Treatises, 1689), who mistakenly made liberty the predicate of justice. The ethic of justice can only be mutual respect (of a basic kind: taking one another into account as we live our separate lives together in this world). A society governed by that ethic would have the maximum liberty that coexisting people can share simultaneously. So liberty is the product of justice, not its predicate, foundation, source, etc.
