How is any form of rule other than rule by a majority any less 'tyrannical'?

The rules of the Senate do not require for 60% of senators to vote for absolutely any Act for it to pass, but Republicans have used the filibuster to create exactly that scenario (with the limited exception of 'reconciliation'). It is an abuse of the rule of rules.
