How about a democratically distributed income, i.e., an income a person could actually live on for which any adult citizen could become eligible? To the extent that inflation was 'imported'--the result of global economic factors--the income could be adjusted for inflation. With this paradigm, increasing the income for that reason could not induce a domestic inflationary spiral.
