Historically, the first step towards a transformation of any society's form of government has been for it to become ungovernable. Sometimes nature has created that condition, as with famine or plague. In more recent times oppositional political entities have sought to make nations ungovernable as a precursor to taking power. The Bolsheviks in Russia and the Nazis in Germany are the two most famous examples, but that tactic is commonplace.
Since 1994 the Republican Party has been making the U.S. as a nation increasingly ungovernable by simply refusing to compromise. Democratic political processes depend on one of two things: overwhelming agreement or compromise. Overwhelming agreement is now all but impossible even to imagine (except for spending on 'defense'). By refusing to compromise on any (other) issue the Republicans are rendering this nation ungovernable as a nation. If that continues, some kind of political transformation is inevitable.
