Having been a member of the National Guard, I know that it is an adjunct of the regular Army, under the ultimate authority of the President as Commander in Chief. It is for the President, not the Congress to "call" it "out," as has been demonstrated more than once in the history of this nation. It is not in any way the Congress's own army in the form of a Militia.
