For individuals, there would be a limit on how much could be accumulated at the end of every month. Any bank a person chose to use would automatically collect 'excess money' via a computer transaction. People would have to manage their money (though some accommodation for a windfall, such as the sale of a house, could be easily managed). The idea is to make it as easy as possible for people (however rich or not) to avoid having any money collected. Ideally, all money that were to be collected would come from publicly held corporations--not for 'punishment', but because some money would have to be withdrawn from the economy for the sake of economic coherence, so society as a whole could enjoy all of the benefits this paradigm produces. (Keep in mind that there is no limit on regular--in the chronological sense--compensation of employees).
