First, thanks for such an intelligent article. Locating the crux of the matter is the first step towards solving an identified problem.
To my mind, it all comes down to replacing the hierarchical model of governance of society with mutual respect as the ethic of justice. For nations that recognize liberty and equality as the 'twin pillars of a just society' there isn't far to go: a requirement of mutual respect follows from a belief in equality; a nation governed by mutual respect would achieve the maximum liberty that co-existing people can share simultaneously.
