First, thanks for an informative article on this important topic.
As it happens, I have developed paradigm for a guaranteed minimum income that would not involve taxes (or public debt) in any way. It would be an income a person could actually live on--based on the current median or average income. It would not be paid to everyone, but any adult citizen could become eligible for it (and any nation could adopt this paradigm). This proposal connects (in a way) with--but is separate from--both MMT ('Modern Monetary Theory') and a kind of permanent QE (quantitative easing). It has built-in protections against inflation. It could be adopted 'overnight', with a single legislative Act.
