I have formulated a solution. Ironically, it can be thought of as a kind of permanent QE (a “4 min read” here in Medium, but not behind the paywall), but it has built-in protections against inflation.
It does not require curbs on speculation, but I do recommend them. It does not limit remuneration, but it does require that we eliminate bonuses for people employed in publicly held corporations. In proprietorships and closely held LLC's bonuses are besides the point the business's profits are the owner's incomes; senior executives of publicly held corporations have wrongly done their utmost to use bonuses to make that the case for themselves.
