Brilliant! Who would've thought that what democracy needs is more "dithering?"

When you think about it, though, it makes sense that some amount of randomness that no faction/party/ideology could control would be good for a democratic political process. I have suggested (in the U.S.) picking Representatives by lottery: eligible citizens in each district could contribute their names to the list from which Representatives would be randomly chosen (which would of course call for other changes to the way the Congress would function).
