Would not the solution to deflation be to use Bank of Japan money to fund, instead of more spending by government (which mostly disburses money to businesses that are already flush with cash and creates more downward pressure on interest rates), a minimum guaranteed income? It need not necessarily be a UBI--though every citizen should be able to become eligible for it.
