As pointed out in this article, a UBI is tied to the traditional tax/public debt paradigm. I have developed a paradigm for a guaranteed minimum income that a person could actually live on that would not involve taxes/public debt. The money for the income would be created as needed: a kind of permanent 'quantitative easing' for 'the people' (linked article here in Medium but not behind the paywall).
