As John Locke, said, government is best which governs least; government should be limited to being like a “Night Watchman,” protecting persons and property from predators.

To carry out that function government must be big enough and strong enough to protect the most vulnerable in society from the biggest predators in it. The emergence of Big Business — coincident with the development of capitalism — created the need for big government.
