As for stability, the idea is that demographics would govern total output— passively but effectively — as the supply of money and government spending would both be directly determined by demographics. Output could have small ups and downs along the trend line that demographics would generate, but unemployment would not exist at any level of output because government could employ people in make-work (but socially useful) jobs at no cost to anyone.

The hours in a workweek for full-time pay would be a purely political decision. The hours necessary to be paid the full amount as a weekly salary would determine the hourly rate of the income.
